There was plenty of time for governments to act. The WHO has no power in place to decide border closures or lockdowns. 11 March is long after they knew. They did not have to declare a pandemic they merely belatedly confirmed what everyone had already worked out. I did not refer to any politician in my comment this thread is about the WHO But they do have the power to provide the information that they had in a timely and responsible manner. They may not have told the world quick enough but failing to attend cobra meetings and the delays they took in taking steps to shut us down is what caused the damage. We are an island. Should never have gotten the numbers we did. New Zealand did what was needed with far better results. I didn't say anything about China.
